Why wouldn't this work? Instead of multi-classing, allow people to uber-class. Uber-classing is choosing whatever power from whatever class you want. So you make a halfling trickster rogue and you choose a couple powers from the chaos sorcerer. Both rely on CHR and DEX so you're not weakening your character. You don't waste feats or your paragon path to accomlish the uber-class. You have a truly unique character! Think of the combos (goofy names by me)!

Dragonborn Champion (protecting paladin/ inspiring warlord)
Goliath Avalanche (earth warden/ rageblood barbarian)
Shifter longtooth Combat Medic (tempest fighter/ battle cleric)
Tiefling Manipulator (illusionist wizard/ cunning bard)
And that's just a handful off the top of my head! And they wouldn't even have to be optimized. How 'bout a halfling paladin who takes the Bard's vicious mockery for shits and giggles?!
What am I missing? Would this be totaly dumb or unbalanced? Or would it rock ass as much as it seems?!

Oh, it would rock alright...up until the second or third encounter, when you finally got tired of us anally raping everything you sent at us and realized how overpowered it is.

What you are looking for has already been partially addressed, not to the total freedom you are espousing though, through the hybrid characters. Go to nat.wiggi.us/books/dnd4e/accessories/Dragon Magazine and read issue 375. You can see the monk playtest and if you make it past that go to page 85. It instructs you how to make hybrid characters from every current class. It also warns about a few things. These rules don't allow all the freedom you are suggesting but do allow some. On top of that you can still multiclass the character (though it has to be a pure class not a hybrid - I think) to effectively gain a third class.

The half-elf issue is easy to fix. You give them a multi-class feat as a bonus feat, or whatever. Besides, their best power is "getting with the ladies". Or in your case Wookie...

"but I don't know if it's as overpowered as we might think. So many of the powers read the same just with different required abilities and fluff. If a power allows you to do 2(W) damage and shift 2 squares what does it matter what list it comes from?"
